Civic integration (Inburgeren) means that residence permit holders who will stay in the Netherlands for a long period of time, must learn Dutch and gain a good understanding of Dutch society. Passing the integration exam is mandatory.
Who must integrate?
Integration is mandatory for those who meet all conditions mentioned below:
- You are a residence permit holder between the ages of 18 and 65
- You were born outside the Netherlands or Europe
- You do not have a passport from a European Union (EU) country
- You plan to stay in the Netherlands for a long period of time
People who stay in the Netherlands temporarily for the purpose of study or work are not required to integrate. As of 2013 integration is your own responsibility.

You are not required to integrate but you still want to learn Dutch? Of course you can do a civic integration course. A course will make it easier for you to find your way in Dutch society, to find a job for example. After passing the exam you can apply for a passport for the Netherlands, i.e. become a Dutch citizen by naturalisation.
